Barnstable Harbor Issues & Challenges

(Draft version 3-9-09)

 URGENT: (Require immediate attention)

  • Degradation and structural failure of bulkheads, loss of essential parking, access and off-loading capability for commercial and charter fishing. (this is an emergency matter)

  • Deterioration of Millway Bridge, Road & parking areas, potential future closures.

  • Limited availability & mandatory utilization of Pump-Out facilities.

  • Need for regularly scheduled channel maintenance dredging.

  • Status, condition and potential future uses of Freezer Point.

  • Condition and congestion of Blish Point (State) and Millway (Town) launch ramps.  A new Town launch ramp is urgently needed at Freezer Point to support local commercial and recreational marine activities.

CRITICAL: (Longer-term planned projects)

  • Congested seasonal Millway traffic and insufficient parking.

  • Inner basin water quality and stagnation, need for dredging.

  • Outer Harbor water quality testing, evaluation, mitigation.

  • Potential future dredging requirement at Sandy Neck Point.

  • Condition and congestion of Millway Beach.

  • Potential future storm water and sewage treatment run-off into Barnstable Harbor from various areas north of Route 6.

  • Revenue-producing dinghy storage for Mooring Field users.

  • Revenue-producing transient visitor dinghy dock, moorings & slips.

  • Increasing Dock and Mooring fees.

  • Shuttle service from Village public parking

  • Millway Beach replenishment

  • Underground utilities

  • Adverse effect of all these factors on local marine businesses and tourism.

  • Improved communications with Town Agencies, equitable allocation of Town resources, prompt notifications of relevant public hearings.

  • Preparation of Barnstable Harbor Management Plan
